Abstract

The National Council of Professors of Educational Administration records (NCPEA) is a comprehensive collection consisting of materials related to the organizations activities, and events revolving around providing outstanding educational practices and improvements to the field of educational administration. The materials in the collection span from 1947 to 2010. The materials reflect the organizations development, administrative files, records of the annual conference proceedings, which includes correspondence, meeting minutes, conference proceedings and participation rosters, the Edward Morphet and Walter D. Cocking Awards, publications, yearbooks and scrapbooks. The collection does not contain a complete run of conference proceedings and documentary scrapbooks, or a complete representation of organizational correspondence, agendas, meeting minutes, and financial records.

Administrative History

Established in 1947, the National Council of Professors of Educational Administration (NCPEA) was developed out of the desire of 56 men interested in teaching the practice of educational administration. They had sensed an increasing responsibility as university faculty to join together and develop their professional obligations in preparing educational leaders for America’s public schools. The first ten-day meeting was held in August, 1947, made possible by a grant for $3,500 from the General Education Board for consultant service, secretarial help, and publication of the official meeting report. Out of these actions the NCPEA was conceived.

Objectives at the first conference, held in Endicott, New York, were chaired by Julian Butterworth and consultation was conducted by Walter Cocking and Edgar Morphet, who understood the problems of school administration, and played a key role in the development of technical conference workshops. Collaboration resulted in conference objectives which were to achieve among conference members a better understanding of the problems of developing leaders in education and to bring a common approach regarding the methods and techniques for more effective preparation of educational administrators. Each year, the NCPEA meets on a different college campus across the United States and Canada. The organization is dedicated to fluidity and flexibility in its deliberations and operation with efforts dedicated to a general acceptance of the significance of educational administrative leadership in our national culture. Today, the not-for-profit organizations activities revolve around the August conference, which include publications, in-service education for professors. As well as continues to provide outstanding educational practices and works to create improved practice and ethical administration wherever schools, colleges, and communities engage in education.

After the first conference, the wives and children were invited to attend the conference in 1948, making it a family affair. Women introduced themselves as the WEAPS, Wives of the Educational Administration Professors, TEAPS, Teens of the Educational Administration Professors, and the children were known as the ChEAPS, Children of the Educational Administration Professors. While the husbands attended conference meetings and lectures, family members utilized their time for the purpose of vacation, partaking in various activities in and around the community of the university where the conference was being held. Past activities included hiking, deep sea fishing, theater, as well as visits to museums, libraries, and historical sites. By 1951, the WEAPS had begun to compile scrapbooks, which contained pictures, news of the places and persons of interest as a reminder of the association.

Scope and Contents note

The organizational activities of the National Council of Professors of Educational Administration (NCPEA) are documented in this record group of administrative files including correspondence, executive reports, financial documents, meeting minutes, conference materials, publications, and visual materials pertaining to the educational activities from the organizations inception in 1947 through 2010. This is a comprehensive, although not complete, documentation of the organization. Records are arranged into four series, ADMINSTRATIVE FILES, CONFERNECE PROCEEDINGS, PUBLICATIONS, and VISUAL MATERIALS. ADMINISTRATIVE FILES is arranged into six subseries, Committees and Proposals which includes conference proposals, membership, program, publication, and research fund committees; Executive Board includes agendas, mid-year meeting, and nominations; Financial Records include budgets, Cocking Loan Fund, endowment, reports, and tax information; Forms and Guidelines includes by-laws, procedure books, operating documents, and evaluations; Morphet Dissertation Award includes applicants, committee and fund history; and Presidents includes records from president-elect and past presidents; also documented in this series is lecture and membership information as well as statement of purpose, strategic planning retreat, and Whither session overview.

CONFERNECE PROCEEDINGS is arranged by year of the conference, from 1967 through 2010, including a compilation of meeting minutes from 1957 to 1966. This is not a complete run of conference materials; with no documentation from the inception of the NCPEA in 1947 through 1956, 1970-1979, 1983, 1995, 2005, 2007-2009. Materials include agendas, correspondence, Walter D. Cocking Loan Fund, lectures presented, meeting minutes, and schedule of activities.

PUBLICATIONS documents the NCPEA scholarly journal,  Education Leadership Review, as well as the  Reporter, Vol. 48 – Vol. 55; and various other publications related to educational administration and leadership.

VISUAL MATERIALS is arranged into three series, Group Photographs, Scrapbooks, and Yearbooks which document conference activities. There are 18 volumes of scrapbooks, from 1947-1998, with the exception of 1978-1979, 1994, 1996-1997.
