- In 1938, the Civil Aeronautics Act transferred federal responsibilities for non-military aviation from the Bureau of Air Commerce to a new, independent agency, the Civil Aeronautics Authority. The legislation also gave the authority the power to regulate airline fares and to determine the routes that air carriers would serve. In 1940, President Franklin Roosevelt split the authority into two agencies, the Civil Aeronautics Administration (CAA) and the Civil Aeronautics Board (CAB). The CAA was responsible for air traffic control, safety programs, and airway development. Michigan State Normal College was selected as a participating University, and offered a small group of students both flight and ground training under administration and direction of the CAA. The Civil Aeronautics Program records have been divided into four series: Administration, Curriculum, Applications, and Discipline.

Michigan State Normal College was selected as a participating University in the Civil Aeronautics program and offered a small group of students both flight and ground training under the administration and direction of the Civil Aeronautics Administration (CAA) from 1939 to 1943.
The Civil Aeronautics Program records have been divided into four series: Administration, Curriculum, Applications, and Discipline. The Administration series includes materials related to the founding of the program and its operations, such as memos and correspondence, student rosters, finances and contracts, and insurance forms. The Curriculum series includes program materials that were produced in the training of both instructors and students, as well as reports on previous semesters. Records included are weekly reports, grades, coordinator training records, and materials from the Ground Training program. The Applications series includes the physical examination forms and student participant application forms. The Discipline series includes records created as a result of disciplinary action taken against students reported to the CAA, such as discontinuations and washouts.
